I tried "Fix #2" and it worked.
POSSIBLE WORKAROUND 1: DELETE BROWSER COOKIES AND CACHE IN STEAM SETTINGS
1. Open the Steam app
2. Select Steam and select Settings
3. Go to Web Browser
4. Select Delete Web browser cache
5. Select Ok to delete all files in the built-in web browser cache
6. Select Delete all browser cookies
7. Select Ok to clear all Steam browser cookie data
8. Launch Halo Infinite and check to see if the sign-in process has started from the beginning.
POSSIBLE WORKAROUND 2: REMOVE HALO INFINITE SIGN IN CREDENTIALS
1. In the Windows Search bar, enter "Credential Manager", and select Credential Manager to open it. Select Windows Credentials.
2. Scroll down to the section labeled Generic Credentials.
3. For every item that has "Xbl|2043073184" in the title:
Click on the item to expand it and Select Remove.
4. Confirm you wish to delete that item
5. Launch Halo Infinite and check to see if the sign-in process has started from the beginning.
*Note: This may sign you out of most or all Xbox network sign-ins on your PC.
