try this
1. turning your wifi on or off
2. change wifi if you have 5g and normal
3. pausing and unpausing
4. go to steam settings on the top left of your screen and click downloads and clear cache. this will not delete your download but delete any blockage or reason for the slowness.

Steam downloads new data and then decompresses your existing install to patch new data into old files before recompression.
If you're pausing and resuming and restarting steam a bunch during this patch session it's not gonna help. At worst you'll break a file and have to validate or redownload.
Depending on your storage device, cpu multitasking and your motherboard, this can be pretty quick or take quite some time, just from the sheer number of file operations happening at once.
