Make sure steam and halo are passthroughs on the anti-virus (or disable it).
Completely close the Steam program.
Then browse your steam directory. The default one is C:\Program Files\Steam.
Then select the ClientRegistry.blob and delete it.
Restart steam and it will rebuild the registry.
Browse to the directory that Steam is installed in. The default directory is C:\Program Files (x86)\Steam If you have installed it on other drive, you can browse the location.
Then look for the folder named AppCache and delete it.
After that, restart your computer and check run Steam as administrator and check whether the error that the Steam game keeps crashing is fixed.

Reinstalling through xbox app (same crash same place)

Having no "conflicting" overlays or software running (steams, discords, msi afterburner, etc)
Limiting frames through non-in-game options
Updating graphic card drivers
Updating Windows
Clearing steam cache
some others I've seen have said they had to reinstall windows. I wouldn't go that far for just this game.
Also, crash on startup has been an acknowledged by 343i as early as December. I have a post here I need to update, because me disabling my motherboards graphics just to play the game does not fix my crash on startup problem, one that was literally forced on me after playing season one with over 500 matchmaking games total with no issue.
I hope that maybe one of these things can get your game to run, because the multiplayer is incredibly solid. I just wouldn't recommend buying the campaign or any transactions through the shop, including the battlepass. This game is to be around for ten years - you won't miss out on much. I wouldn't even doubt that at one point, you could submit a ticket to buy any item that is "vaulted" if your account has the funds.
