Refunding Credits

A younger brother managed to spend credits without permission and bought the 10 dollar CLOUD9 kit. I want a refund but Waypoint is expecting me to ask Steam about it, and I may as well try. Not only is it silly that they expect Steam to handle this but that they can't refund credits spent on overpriced skins less than a full day after purchase.

You generally have 14 days from the point the steam wallet was used to request a refund from help.steampowered.com; however, microsoft has said all credit purchases are final.

There was no way to ask steam support, they just told me to go to waypoint, and waypoint just told me to go to Steam. Do you see the problem, here?

This is what they say but it's very sketchy of them to ask me to pester Steam about it.

Yes, but I purchased the credits 2 and a half weeks ago so Steam isn't helping.

I went onto my purchase on steam and this is what it said:

Refund:
Nov 16 - Halo Infinite in-game items 
The items you purchased have been consumed, traded, or modified. You cannot refund an in-game purchase unless all items from that purchase are still in your inventory. Our apologies for any inconvenience. 

Basically, if the coins are consumed, which they are in this case. There are no chances to get it back.

When you buy them, they are visible on your steam inventory.

Have you let steam know the dev is pointing you to steam? Or vice versa?

I'd love to but steam doesn't actually let me ping them about this type of issue. I'm essentially screwed out of 10 dollars I was saving for later and there's no way to contact either without them just telling me to ask the other.
