Change the value of both to match your refresh rate of your monitor. my monitor is 165hz so i put 165 in both value sections.
this will make it so your not losing any fps and your also getting your desired FPS to match your refresh rate.
DISCLAIMER this will make your temps increase if you dont have a good cooling setup, IE liquid cooling or some really good fans and can deal with a good amount of noise because this will heat your CPU up pretty well. i have liquid cooling on my CPU and my GPU so this was no issue to me.

High or Ultra, res scaling off
Turning off res scaling is the only way I can save my eyes because it's extremely blurry otherwise but even if I lock the fps it's super stuttery feeling.
I can hit my monitor cap of 120fps with res scaling on, but the implementation is way too noticable. Oddly It still feels very stuttery even when gsync enabled.
