why are custom game bots still broken?

Why are the bots still broken in custom games? I thought they would have fixed this by now, in custom games if you play solo against all bots, you start the game and the teams are uneven, its always 8 v 1 or worst

Sometimes when you create a custom game mode the settings won't save. Be sure to review the game mode each time before you launch. It's prone to dumping your settings.

When setting up the number of bots for a Custom Game there's note that says "there can only be 8 bots total in a Custom Game." Ergo, you can't do a BTB match with 1 player and 23 bots.
