Yes, the game has something dragging CPU performance down.

You need to enable Minimum Framerate option to whatever you want to attain.

E.g. if you get only 80 max fps and you want 144, enable setting to 144fps.

Thanks this fixed it I got a 1080ti as well and i was No joke Averaging like 79 FPS and was like WTF

I only have an old 4460 (heh, 4440 the min) and yeah it uses 100% all the time. Even Steam overlay lags! I thought my old CPU causes, but it seems someone with a better CPU have the same issue.

7th Gen i7 laptop with gtx1060. During gameplay Cpu runs at 100% and gpu at less than 20% on a 1080 external 144ghz monitor. Also graphics set all on low. With fps min set to 144fps and max set to 144fps - I can get up to 120fps during match.

I don't know what I did, but I somehow managed to make the game CPU usage around45-90%! Like others said, set a psecific framerate cap, I did. 55 min and 62 max and now it smooth 60 fps most of the time, no 100% CPU usage, no lagging, no slow UI and even managed to raise some graphics settins from low-end. High AA, anistrotpy, Medium lighting, effects, shader, etc.

Novigrad area in The Witcher 3 also maxes out the 7700K. It's nothing surprising.
