So:
If you can't play offline. "single player"
if you can't host/rent server.
If there is no official server to play this game.
Then, this game shouldn't be listed visible on the store to those who didn't purchase and there should be no option at all to sell this game until atleast one of the 3 thing I listed above is fixed.
So if its true, those who buy that game needs to report it as a broken product as fast as possible so it get removed from steam store. As those who didnt bought the game cant confirm it. Only those who buy it can.
This is why I stay away of game that doesn't allow me to make my own server or single player.

If not: steam only cares about their cut as long as they get paid they couldn't care less if you can play the game or not, they are the middle man and as long as they are doing their part by making the game download available to player they are just fine!
Sure, be angry at the devs, but let that subside. People fail sometimes.
Be angry at Steam because they need to monitor things like this and aren't. Are they taking the money?

Since they went bankrupt those money will be held by a bank I think so if you don't refund while you can you will never see those money again.
Most of the games I have were purchased during early access and a good number of them are still in early access. I've gifted several different titles myself. I enjoy supporting the developers of games that I think will be bigger one day. Some have been in early access for years and I've watched those games grow. This one game being thrown away doesn't really bother me that much, although it is sad. You can't be right about all of them. I didn't expect to be able to be reimbursed for it, but like I said, it bothers me that Steam is just letting it happen to this day.
