@Lycramosa has the correct answer. THANK YOU!!! I have no idea why the developer just said "solved" even though it wasn't. I found I can remove that and have done so to mark the ACTUAL answer. You really do just pour it onto it until it does the "full" animation. It does NOT show the wheel filling just the full wheel. If you then look at it, it'll say full and have the fill meter like everything else.
