Newly introduced doctrines play a huge role in engagement time. Grab a couple of the close range rifle doctrines and you'll be shocked how many people your troopers can effectively engage at a time.

If you are facing the door frame but are standing too close, your weapon will get stuck. You have to step back until you see them raise their weapons again.
Or, if there are civilians, VPIs (Valuable Persons of Interest), teammates, or soldiers in the line of fire between you and the enemy, they won't fire their weapons.
Of course, there are many more complex situations. For example, if you activate the stealth mode, you will have to manually fire your weapon or deactivate the stealth mode.
This is a valid point to consider. If no one else seems to be complaining about this seemingly sophisticated soldier AI, are you sure it's a problem with the game itself, rather than something on your end?

Hi, as already replied to OP, please provide visual examples. In the majority of cases, is a sub optimal planning issue.
The AI, at least rangers with decent stats, are *extremely* deadly. So long as they are facing the right way and have their gun ready.
