i just don't consider taking cia if the map takes more than 4 people
and the map needs more slots.
it's not interesting to send superhumans to fight a horde of enemies
sending a horde of normal people to fight a horde of enemies is more interesting
They are just not direct force but an sneaky killing one, MP7 is insanely quiet and deadly in compare to MP5SD as well as shorter, CIA is litheraly made for quiet work + you can litheraly use undercover troops as "gopro on legs"
CIA is a mixed bag in my opinion. In Co-op, they can be INVALUABLE. Because you can have the CIA act as a "free vision" scout of the map, then let another more aggressive team (Rangers, Nowhereski) move in and utilize that vision and information, then work the lanes with your high accuracy units, and pincer with the big boys by covering doors and windows with your CQC units.
In single player, it's much more methodical, and slow, and risky because you can't bring in the big guns to bail yourself out. And if you REALLY don't care, you can get much of the same information by just throwing yourself at the map recklessly and just remembering what was where, since the enemy layouts stay the same.
Realistically, it's more of a "roleplay" choice. Any squad can do any mission, so think of it kind of like a difficulty slider. Rangers is easy, Nowhereski is medium, and CIA is "hard". Rangers are the hammer that can just smash and go. Nowhereski is throwing numbers at a problem until it goes away, it's a "Blot out the sky with your arrows" approach. CIA is a scalpel where you make very careful, incisions with high risk, but there's no feeling like beating a map where you're wildly outnumbered, outgunned, using two guys, some pistols, and your brain.
I couldn't have found better words to express the concept.
Pasha Market from Indian Country for example. For rangers you have to push through civilian and enemy filled area for a small time limit. For CIA you could just walk to your guy, defend him from attackers and then carefully plan ouy your escape.
Large maps with isolated areas with enemies can be cleared with CIA really easy. But you have to be careful and methodical, planning every move.
