Nowheraki squad only gets 1 doctrine point per level up

Yup, the points are precious, so you really have to pick and choose the doctrines you want.

Also note that the vast majority of Doctrines have absolutely no effect on Militia. I think only some of the 'Veteran-level' doctrines do.

From my gun guide:
Militia stuff
Militia's primaries are NOT affected by rifle doctrines, but by Militia Training doctrine.
Militia's secondaries are NOT affected by handgun doctrines, NOR by Militia Training doctrine.
