They can and would loot RPG-7s off of the insurgents. Nowheraki SWAT are roughly based off of the Mosul Swat and they were seen buying RPG-7s
Plus as far as country goes, I am pretty sure Nowheraki is ♥♥♥♥♥♥.

It doesn't make sense that they won't use it.
If the theme was poor af militia fighting for their country, then it just fit.
Seriously, SWAT just get way too many knee capped for the sake of it.
