How come SWAT doesn't get certain weapons and tools?
Like bolt cutters for example, or even RPG-7s

Bolt cutters seem like they'd rather common, and I feel like an RPG-7 would fit more than the RPG-26. Given the insurgents have them.

Why wouldn't it make sense for SWAT to have RPG-26s? If they're the local law enforcement, it would make sense that the country can order them the newer Russian rocket launchers. Besides, I think the point of using this one was that it's a disposable launcher so that it can only be used once for balance. An RPG-7 can be reloaded multiple times which wouldn't play well with game balance.

Did you not read the second half of my reply? The RPG-26 is just a re-skinned Rangers rocket launcher. It's kept the same for game balance. SWAT already have plenty of explosives.

As far as balance goes, you could always limit how many times you can shoot the RPG-7. It doesn't have to be a infinite use tool. And I disagree with the explosives statement, there is no such thing as having too many explosives

There is always a delicate balance between realism and gameplay. Nowhereaki SWAT is intended to be a challenge. Otherwise will be a Rangers clone or explosive spam party. The game is a "bunch of tactical puzzles to solve while being outnumbered and outgunned."

What I mean is that SWAT already have plenty of explosives to choose from in their kit. The quantity to use is up to the player. The developers have already made it a thing to have infinite ammo for standard weapons and a limit for explosive weapons. It's why the breaching shotgun has infinite ammo but the grenade launchers have only 5 rounds. To have an RPG-7 even at two rounds would be unbalanced. If it wasn't unbalanced, the developers would've added it in.
The demolition charges create so much havoc and you can have six of the dang things, SWAT has plenty enough boom to go around.

Just more explosives! M8 the Sapper has three explosive charges per satchel bundle, if you take the SWAT, being stealthy isn't the playstyle for them!

Yeah, some simple tools like bolt cutter is surely cheaper than explosive.
It doesn't make sense that they won't use it.

If the theme was poor af militia fighting for their country, then it just fit.

Seriously, SWAT just get way too many knee capped for the sake of it.
SWAT should have bolt cutters and a battering ram, a less mobile door breach that requires two hits on the door compared to the Rangers and their one hit with the dynamic hammer.
