Intel resource question

The new intel resource is a little confusing, I have done 3 campaigns so far and none have given me this intel resource. Is this something you get for completing a certain mission, do you find it within the mission as a pick up?

yeah its a bonus reward you'll get in some generated missions.
if the tour of duty goes long enough you'll encounter missions that need it to be accessed.
