Any reason to keep next-week-ing Tour of Duty?
Does it spawn harder enemies? Do more special (bonus star/exp/intel/intel-required) missions appear?

By default the near peer threats are disabled from spawning in RMG missions and by extension ToD, there is a mod on the workshop that will enable spawning them called "Oops all SSI" or something like that, literally does nothing else except adds their enemy types to the list of possible spawning enemies. If you are looking to shake things up more then you can also combine that with the rogue insurgents mod as I've been doing as of late. It's pain.

It doesn't becoming harder and eventually you'll see the same maps you've already done. Though some 'requires intel' maps appear that will give a battle honor as a bonus. So spend two intel get a battle honor type thing.

All campaigns are endless?

No just the ones labeled Tour of Duty are endless as far as I'm aware. The others are more specific operations based on a certain type of play (bomb diffuse, larger and more unique maps, emphasis on covert actions etc.). Once you finish them there is no continuing to next week it just ends. Tour of Duty is more free-play oriented.

Not much of a challenge when it eventually becomes the same maps on repeat. I'd personally like the idea of it increasing the difficulty by spawning higher tier enemies as you go, it would be nice to tackle some maps with the closer-peer enemies that, so far, I've only seen in their respective one-off campaigns. Making it more of a pacer test, "continue until you can't." thing instead of a "continue till you get bored."
