Raider (CIA) - what's the point?
Looking at its stat card, the Raider has abysmal accuracy outside of a tiny little window, and sub-par armour penetration due to its calibre. All the same, it's bought with battle honours, indicating something supremely effective within a certain niche.

Thing is, I can't see that niche. Everything I can imagine for it another gun does better: at close quarters the custom Glock 19 beats it, at slightly beyond spitting distance the M17 does, and when it comes to rapid damage delivery with deep mags the MP5K gives the Raider a run for its money.
There must be something I'm not seeing - because as it stands, that stat card almost looks like a bug report in the making.

IMO it would be useful than the bandana :p

Fair, I guess, but the bandana's an incredibly obvious meme choice. Nothing about this thing is.
Hmm, if you need guns with good stats, avoid it.
IIRC when I dug the local file, checked the stats for several seconds and ignored it.
There are many not-so-good ones, and I suppose they would be for styles or personal regulations.

AFAIR LVAW or some mod guns have worse stats than vanilla Mk18.

And LVAW and said guns absolutely TEAR through enemies, even better than Mk18.

The MCX RSAR is potent, yes, but it's my understanding this is due to calibre factoring in (which, maybe understandably, doesn't show up in the stat block much).
This doesn't help the Raider any, though, given that it's 9x19.
Checked the local file again and I found the attack type Rangers_RapidFireMed for 5m-10m has a nice crit bonus.
And concealment -1 is good.

But it is niche: if you can spend more concealment, there are many guns with nice crit bonus and/or more range.
I'd go with VSS or Mk24sup, but you can try the Raider and refund it by editing roster.xml

Rangers? Is that supported for CIA?
And yeah - the concealment is nice enough, I suppose, but...eh. If I need reasonably quiet and extremely small footprint, I'm getting my Glock, otherwise either the MP5 or the mousegun.
In the end, that I burned the honours doesn't bum me out too badly. I've maxed out my CIA, there's only some niche guns to try out (and the vanilla ones they have in common with the Rangers, which don't really interest me to begin with).
Sometimes dev uses the same attack type for different guns.
RPK for Militia also used Rangers' attack type.
It is a cheat but ALT+Right drag shows the gun's stats at the dragged distance.
IMO BH ones are expensive so don't worry about them too much, try them and refund them, if you don't care about cheats.
DK2 is not a PvP game and refunding is just a minor cheat.

P.S.
I'd spend BH on the Offensive upgrade(s).

...what's more offensive than a gun? ;)

Advanced Language, of course, so your agents can yell slurs at the opposition.
Hmm, it would not be exciting, but if relying on crits, CIA needs buff.
I want >95% crit chance, with 1-shot or 1-continuous shots.
So >78% for 2 shots, >63% for 3 shots.
Offensive upgrade(s) give +10% crit chance.

IMO non-BH guns for CIA is good enough. From my gun guide:
MCX RSAR sup+LPVO1-6x @17m, 64.9% crit chance, fast-fire.
M4sup+LPVO1-6x+EPR ammo(LOUD) @23m, 55%, fast-fire.
VSS+PSO 3-9x @25m, 92.5%, only 1shot/sec.
Mk24sup+JHP ammo @7m 82.9%.
G19Custom+Red Dot+JHP ammo @6.5m 66.9%.
So last ditch effort from the upgrade, makes "nice to have" into "reliable", or "reliable" into "guaranteed".

And Rangers get dozens % of crit chance from doctrines...

(I just unlocked CIA, wrote a guide, and now updating my mod. Not played with CIA :p)

It is considered a 'rifle'-type weapon by the game, and if you're playing the 'ignore pistol doctrines' meta, you only have the Mini-Uzi, MP5K, and Raider to pick from for Undercover 'secondaries'.

I'm using it as loud emergency backup for my VSS-wielding Undercovers(who only have 1 point of spare concealment); you could use the same red dot sight on the MP5K for the same concealment(with no suppressor), but the MP5K fires 5-8 rounds for every close-range burst('CIA_UziAutoFire'), and at a -15% crit malus, so that 30-round mag isn't as deep as it might look.
they have mp7 wich is like one of silintiest weapons of whole game wich is usefull AF
