How troops engage is entirely based on the weapon they have, and the distance to the target. If the target is considered close range they go full-auto, beyond that they will take rapid single shots up until a certain distance when they will then start taking longer aimed shots. Hold the "ALT" key while holding right-click on a troop to see how their fire rate will change with distance.
Regarding your LMG comment, just use their "Suppress Area" command to have them constantly fire on an area. If there are guys in the red cone, the LMG can hit them.

IMO, for balance, subsequent shots in a burst should be made much less accurate, and enemies should shoot in short bursts at mid-range.
Are enemies also sniping your troopers with full-auto fire from over 15-25 meters away? DK1 had the same problem where enemies would full-auto across the map with nearly-perfect accuracy, killing your troopers.
Obviously large area suppression should only be for machine gunners, but a guy with an M4 should absolutely be capable of keeping a single enemy's head down with bursts of automatic fire.
As for just using full-auto when spotting enemies, I'm fine with how it works currently. Nobody with any sense is going to be firing full-auto at guys who aren't VERY close to them, especially when there are friendlies and noncombatants in the area. It's just wasting ammo and telling everyone exactly where you are at that point.
