Hi,
1) for now, "change weapon" button is the only way for CIA to draw weapon (except when discovered by enemies)
2) In the equipement screen https://imgur.com/u9Yi5Up if you give the MP5 to an operative, it will be "suspicious" even with the poncho. So, for this, he will have the yellow icon.
If you equip smaller weapons https://imgur.com/XufoshQ the operative will be "covered" and will have a blu icon.
Just take a look at the bar at the bottom.
You have to leave suspecious area: colored orange, around bodies or where you fired guns or threw grenades etc.
After you leave there and no tango sees you, you can play civilian again.
However if you go into suspecious area again, you seems suspecious!
