Report a translation problem
Click file -> save as -> change type from text file to "all", name it "user.cfg" without the quotes, and save it in your game directory..
steam-> steamapps -> common -> Battlefield Hardline
right click the game in steam, properties -> launch options and paste the command in there and then hit ok :)
For example on Nvidia you would go to the Nvidia control panel, click Manage 3d settings, change the tab from global settings to "program settings", Click "Add" and browse for the .exe of the game and add it to the program list.
Scroll down and look for "Max frame rate" and set it to a little below your screen refresh rate ( e.g for 60Hz you would set it to 59fps to avoid tearing ) and then hit apply.
It should be similar with the AMD GPU control panel.
vsync introduces input lag, Which is why most advise against it, You're better locking your FPS through your GPU control panel and then you can lock the fps to your refresh rate without the downside of input latency
