No Packet Flow Issue

Hey, anyone know how to fix this? I've read the troubleshoot from EA site and nothing is working. I've tried disabling Ipv6 port, re-installing punkbusters, restarting punkbuster services, adding punkbuster to firewall, enabling all internet profile to punkbuster, and creating pbcl.cfg to punkbuster file. My battlefield 4, battlefield 1, even Bad Company 2 just fine. It just happened to my BF 3. Every answer are helpful. Oh by the way, i dont have router, i use tethering from my android phone.

Have you tried specifically whitelisting punkbuster A and punkbuster B in your firewall? I know you said you whitelisted PB itself.
