Incredibly low FPS on a 1080ti
Bought the game yesterday and got a fairly good game on metro with 90 fps, which seemed a bit low at the time given that it's a game from 2011, however since then, every map seems to barely play at or over 10-30 fps range with both CPU and GPU utilization being almost non-existant.

Any ideas what could be causing it? I have disabled the in-game overlay in the settings but that doesn't stop it from popping up as it had been cited as an issue previously.

Had something similar happen where the game didn't use the GPU properly and for me 2 things fixed it 1 going into power options and just changing the power plan to something else then back the second thing I did was enable and disable fullscreen in the settings or using alt+enter to toggle window mode and back see if that does anything for you

On the Origin version I actually resolved my performance issues by disabling the Origin overlay for BF3. Unfortunately it does not seem like you can disable it for the Steam version. As a result I'm stuck at ~80 FPS maximum. When I disabled the overlay I was getting 100+ FPS consistently.

I've disabled the overlay both for BF3 specifically and Origin overall, but it seems to always come up for the Steam copy regardless.

i7 9700k + 2070 Setup
