Perhaps you set a framerate cap somewhere?
If yes, this is probably the reason, as BPR often chooses the weaker iGPU over your much stronger actual GPU. You can check this in task manager whenever you're playing next time, if there's little to no activity on your 3070, then it's using the iGPU. You can change this in the Windows or Nvidia settings, I believe. Or just do it with this tool [drive.google.com], quite a helpful one tbh.
