I managed to get this game working
Here is everything I had to do to get this game running and me driving in the game.
I had to set my video card to performance.
Next I had to go into the hidden Burnout Paradise folder in the C hard-drive in APPData a hidden directory by default to open up the config.ini folder and disable Vsync.
(Note: you can find it by going into the C hard drive and search "Burnout Paradise")

Also I had to follow these instructions I found online.
Make sure the game is closed

Download this mod installer: https://bpr.bo98.uk/ The installer should automatically find where Burnout Paradise Remastered is installed. If not, specify the folder yourself during the installation.

After the installation is done, press Launch, then select and install the "Core bugfixes" mod and install it.

Close the installer, and download this file on your PC: https://drive.google.com/file/d/1mf8xB85Squ4IbIEWDLsvkAsShgaILrOO/view?usp=sharing

Go to the folder where the game is installed (Typically C:\Program Files (x86)\Steam\steamapps\common\BurnoutPR), then open the "mods" folder. Backup the existing core-bugfixes.bprmod file somewhere just in case, then replace it by the file you downloaded off GDrive.
(Note I didn't back it up because I needed the replacement one to get the game to work.)

I've already done multiple in game hours and races.
The original bug is still in the game where when you get into the game and are actively doing the forced tutorials where once you unlock your first car the press button to continue doesn't show up and doesn't work.
So you'll have to have steam close the game and relaunch it but now it'll work.

Side notes I did disable Steam and the EA overly.
No I Don't have a web cam hooked up.
Yes I have OBS installed and no I didn't test it with Burnout Paradise.

Other reported issue's I can not confirm.
1: Webcam
I saw reports that a Webcam and Webcam related software can cause crashing.
2: Friends names
I saw reports that friends with special characters or over a certain length can also cause crashing.
3: EA Burnout Paradise servers
I have seen reports that due to the Burnout Paradise servers being down can cause crashing so launching in offline mode might also be needed.
4: Screen recording software
I have seen reports of screen recording software can also cause crashing issues.

Check your background applications for any of these running in the background in a standby application state.
Heads up online servers were shutdown so you can't play any Burnout Paradise games online with other players nor unlock any vehicles related to online achievements that need other players to accomplish them.
