The game has been out for over 2 years and as much of a butchered release as it is, I think the bulk of issues experienced by most people can boiled down to 2 possible solutions:

1) If your game crashes (for whatever reason) and is followed by an Windows error message or anything similar then your problems is most likely software-based. That means there's a very good chance that the myriad of solutions discovered by the community so far will work for you; anything from disabling your webcam to changing your "preferred graphics processor" in NVIDIA Control Panel etc. Try them all out and see what works.

2) This isn't so much a solution as I don't know anyone else who has the same problem. If the game crashes and DOES NOT leave an error message, the problem is probably account-based. I can't corroborate this beyond my own experiences but 2 of my friends were able to play online flawlessly using their own respective accounts on MY computer. To make matter worse, using my account on different computers still crashed the game.

In any case, if you don't care about playing online, offline mode is guaranteed to always work.
You just reminded me of the other issue I did not like for the game. The game captures your webcam without your permission or even a notice to say that it is using it. And no way to disable it unless you disable your cam completely from your system. So if you use your webcam on other apps then it will be unavailable until you enable it again. That is ridiculous for one game to not have the option to disable it, when previous versions had that option available.

Additionally, the game would crash with no notification, which would describe #2 to a point. But my accounts are absolutely fine, system is fine. If I can run any other game (I have about 700 games) with no issues, then it's the obvious conclusion that it is the affected game.

Yes, seems like you must disable your cam in the Device Manager for it to work and enable it again when you need it, which is such a pain in the rear. I believe Windows 10 has privacy settings that prevent apps from accessing the cam without going through the device manager, is that true?

You're right about it not being an account-wide issue and I've corrected my previous post. My theory still stands that it's an account-based problem when playing Burnout specifically. I'd suggest using your account on a different computer to confirm this though.

at this point im convinced its a hopeless piece of crap, done everything i could think of, dont have webcam, unplugged controller, unplugged USB card reader, tried offline (software base) even unplugged router to physically disable internet, messed with graphics cards, drivers, single monitor, revert to stock clocks, etc.

This is actually a good sign! Your issue is software-based and can be fixed. Try either of these fixes (or do both if possible):

tried both, same result of it freezing on load screen... also dont have the "use high performance" option in nvidia control panel for whatever reason so just manually set power management to be max performance

Very strange. My bad, I assumed you were using a laptop, so that's why you don't see the "High-performance" option. Trying using the BPR Modder if you haven't already https://bpr.bo98.uk and enable the "Core Bugfixes" patch.

Weird, I'm slightly baffled tbh. I noticed you're running WIndows 7, correct?

welcome to my world :P and yep win 7 home 64 bit, 4790k @4.7GHz (also tried reverting to stock speed) 32GB of ram, and the 1080
have also tried disabling all fancy mouse/keyboard/RGB software, different GPU drivers, and even my old 960 in place of the 1080

I don't doubt that you've tried everything :) I think it's safe to assume that the game just doesn't agree with Win 7, even if the system requirements say otherwise.

I doubt Windows version has anything to do with it. I have a friend on a GT 650 with WIndows 7 and the game works just fine. The game is just very sensitive to hardware, to a point that it becomes lotterry to get it to work or not. Seriously, I went over the 2h playtime refund limit just trying to solve a startup crash. I managed to in the end, but yeah, this game is just a bad pc version

In Win 10, you can turn off access to cam or mic per Microsoft app, but not any non-MS apps, like games, which is sort of dumb. There's a switch on each line for a MS app, but one switch for a list of non-MS apps. I hope they change it soon.

Changing to Windows Vista (SP2) Compatibility mode on fixed it for me can be configured via

<SteamDir>\steamapps\common\BurnoutPR\BurnoutPR.exe > Properties > Compatibility

My game runs fine when memory is at 2400Mhz, But when it's running at 2800Mhz that when the game crashes on load in.

UPDATE: Just plugged my webcam in and then turned on Nvidia Broadcast and the game is now loading in without crashing.
