Yes, seems like you must disable your cam in the Device Manager for it to work and enable it again when you need it, which is such a pain in the rear. I believe Windows 10 has privacy settings that prevent apps from accessing the cam without going through the device manager, is that true?
You're right about it not being an account-wide issue and I've corrected my previous post. My theory still stands that it's an account-based problem when playing Burnout specifically. I'd suggest using your account on a different computer to confirm this though.
at this point im convinced its a hopeless piece of crap, done everything i could think of, dont have webcam, unplugged controller, unplugged USB card reader, tried offline (software base) even unplugged router to physically disable internet, messed with graphics cards, drivers, single monitor, revert to stock clocks, etc.
Any error notifications?

This is actually a good sign! Your issue is software-based and can be fixed. Try either of these fixes (or do both if possible):

tried both, same result of it freezing on load screen... also dont have the "use high performance" option in nvidia control panel for whatever reason so just manually set power management to be max performance

Very strange. My bad, I assumed you were using a laptop, so that's why you don't see the "High-performance" option. Trying using the BPR Modder if you haven't already https://bpr.bo98.uk and enable the "Core Bugfixes" patch.

Weird, I'm slightly baffled tbh. I noticed you're running WIndows 7, correct?
welcome to my world :P and yep win 7 home 64 bit, 4790k @4.7GHz (also tried reverting to stock speed) 32GB of ram, and the 1080
have also tried disabling all fancy mouse/keyboard/RGB software, different GPU drivers, and even my old 960 in place of the 1080
I don't doubt that you've tried everything :) I think it's safe to assume that the game just doesn't agree with Win 7, even if the system requirements say otherwise.

UPDATE: Just plugged my webcam in and then turned on Nvidia Broadcast and the game is now loading in without crashing.
