Origin recently put out an update to their client. I'm guessing from how things were fine for everyone and now they're ... not ... that there's some security built into the update that isn't allowing Steam's gimped "Origin lite" that you get when you dl DA2 to properly link up with EA/Origin. Anyhoo....
1. Shut Steam all the way down. You don't have to "sign out", but Exit the app so it's not in your memory or icon tray.
2. Launch Origin (this may mean you need to download the origin client - not the gimped one Steam gave you when you bought/installed DA2, the real one from EA/Origin.)
3. In my case, Origin launched, then immediately whined about needing that update. So...let it change its digital nappy so it will shut up already. ;)
4. Once that update is complete, shut Origin all the way down, but do NOT uninstall it yet.
5. Now launch Steam and see if *it* wants any updates (because hey, maybe Steam will catch up to EA and update their mini-Origin thingie).
6. Launch DA2 from its desktop icon and/or Steam library. (Try both. The desktop icon worked fine for me but some folks need to launch *through* steam for some reason, so whatever.)
IF these six steps get you to a working DA2, you can then decide whether or not you wish to uninstall Origin's client. If these six steps fail you, then you can try launching DA2 through the Origin client as a workaround. I can't promise the workaround will, uh, work, because the steps got me back to being able to launch with Steam, but it's worth a shot.
I think this problem happens because you have to login twice to enable the DLC.
