Report a translation problem
All of the EA games in my Steam library had small updates recently, likely having to do with the move over to the EA App from EA Origins. As soon as those updates were implemented, I began seeing an increase in the number of posts such as these.
If the game ran before the updates, but not after them, then you will likely just have to wait until EA fixes the app. Since we don't have any information like if your game has ever run before or what you have already tried in order to get it to run, it makes it difficult to help.
When a game will not start it's usually the Redist files that are the culprit. They are either missing or corrupt, which means they need to be installed or repaired.
I would try installing, verifying and running the games from your EA Origin library (the games should appear there with a Steam logo on them) and with Steam already open, if EA Origin is still in use. They are discontinuing it soon, but I don't know if that has taken effect yet or not.
If those two fixes don't work and If you have not installed the new EA App, I would do that and then look for the games in your library there. Install them and/or verify the game files from the that app while Steam is already open. In EA Origin, the games in my library had a Steam logo on them, but I don't know if they do in the new app. Try running the games from the EA App.
If none of that helps, then come back and post here, so we can look at other things to try.
Installed the game 6 days ago, did a short test run to set the settings, all did run well, wanted to play it now and... also get just a crash after start.
More precise: the "Loading picture" is displayed, sound starts for half a second or so, cuts out and then black screen and nothing except for the DA2 mouse cursor.
I think I had some notice in the "downloads" but it must have been tiny as I didn't even notice any download. So yeah, of course it's EA who f'ckd it up -.-
I guess I gonna try my luck and install it via Origin later... another fine job from EA!

Place it in the same directory as the DA2 executable, the directory is called bin_ship I think, Then just run the patch point it to the executable click OK and you're done. (It'll create a backup of the executable)
That patch honestly should be pinned here in this forum for everyone to use if they need it.
Then do this:
navigate to "Documents/BioWare/Dragon Age 2" and then create a blank text file.
Rename this text file "systeminformation.xml" (without quotes) and click yes when Windows warns you about changing the file extension. Done. Dragon Age 2 starts without issues.
My solution was to make an exception rule so that the MSI Afterburner RTSS does not show the FPS counter when DA2 runs.

I tried to play the game on my other PC, which has origin installed and it works. Sadly, it seems impossible to get the origin installer from the official web right now. What the hell is EA actually doing? Screwing everything and everyone as always. Holy hell.
