Only thing I hadn't tried is reaching out to a EA help line as of this moment, but all the previous fixes came from the EAHelp forums, from similar authorization problems. I'll look into reaching out to them, and let you know if I find out anything. I can only imagine there's some difficulty between steam and origin/EA connectivity, but origin recognizes I have steam, it tells me I have it on steam, and it recognizes it's all installed, so it's annoying for sure.
Never had this issue before. And this probably aren't replicable.
Maybe try to log into your origin app first make sure you're in and then try to start the game from origin.

Apparently this has been happening to people for a while, with no clear solution. If the DLCs don't work anymore, they probably shouldn't be selling them.
go into intalled folder > addins > here are all the dlcs intalled, so enter every folder and open manifest.xml that way you'll see the name of that particular dlc > now only edit those manifest.xml (open with notepad to edit) that you have problem with and erase MID="XXX" (xxx-different number for different dlc) and check if Required Authorization="0" save and you're good to go
Seems to do the trick to authorize your DLC without having to connect but for me they are still not showing in the game.
I called Ea help line too, twice btw. No help whatsoever, told me the game was too old,
had me do the most brain dead fixes like uninstall steam/origin/the game and reinstall it.
log in Origins then also open Dragon age 2 and try logging in. someone just posted this on another thread which is where i found it. It's kinda ridiculous that this worked and i know everyone isn't going to want to spend and extra 30 dollars to get another game to get this one to work, but what can you do?
This actually fixed it for me. I have no idea how but logging into DAO first allowed me to log into DA2 after and all of my DLC was activated.
