i just bought my second month subscription just for ME3 and still can't play it since switching to steam. I bought all the missing DLC on origin and it worked very well before. I have also tried all these solutions but nothing works
I'll have to try that after I upgrade back to 20H2
There I have selected only Disable Full Screen Optimization.

Therefore, it could be a configuration or I have something installed that affects the smooth operation.
I was having the same issue, but I found out the fix for it!
Go to C:\ProgramData\Electronic Arts and delete every folder inside.
"EA Core" and "EA Services"
Launch the game and there you go!
Hope it helps!
This seems silly but it worked for me as well.
Thanks.
EDIT: I'll add that you should restart your machine after deleting the folders, before starting the game. Otherwise, you'll have to repeat the process before very time you launch the game.
More then welcome to run winver and report back
As already mentioned, the previous versions also ran smoothly.
I think there are enough other players where ME3 works on 20H2.
It would be strange if I would be an exception.
Edit:
My playtime on the PC is:
40 hours Steam
1041 hours Origin
I've been through pretty much every version of Windows and its updates since ME3 was released.
