For example if you brought it in EA app but want to buy it again in steam the data is linked to your current EA account so no need of create a new one. After all is ea the one that manages this game servers and cloud data, steam is just the middle man restribution platform.
Sadly if you brought it in any console Xbox or ps your data can't be migrate since those two are their own locked servers
But if you are on a intel gen 10th, 11th, 12th... Etc you need to add a system variable manually since the game uses an old OpenSSL protocol there is guides about it here or dive deep in the forums
It seems that it is the Steam version that needs these variables.
