The reason you can't transfer your progress from console to PC goes beyond the "greedy devs" logic you're using. There are many technical reasons why MP progress is not shared with console, as well as PC gamers being a completely different kind of players the console crowd couldn't even imagine. (Console players would get obliterated in TF2 if cross play existed in the game).
Hell, it's not as if cross-save is that much of a common practice nowadays. Sure it's been gaining traction (especially, but not exclusively, with xbox titles that are also on PC), but it is still far from being a standard for multiplatform games. It wasn't even really that much of a thing when TF2 originally launched.
