stuck on low resolutions, only game that does this

I was looking for a good single player FPS and decided to give this a shot, but can't play any higher than 720p. Ryzen 2600 / RX 480 so it's not a hardware issue. The only options I get are these.

Luckily I upgraded to a 4k display recently which makes everything look so much better. Even running this game at only 1366 x 768 w/ film grain off with the game upsacaling actually looks pretty damn nice. The problem is I am getting 90-100 fps and probably could run at 1440p / 60fps which would look much better.

Any thoughts? I've never had an issue like this before, usually every game can run at any resolution I want. I only have the choice of 1280 x 720 / 1360 x 768 / 1366 x 768

doing a quick google search this appears a common issue. apparently restarting the game again when you first start it up fixes the issue, so weird, but if you have this problem just restart again.
