No, it's not a bug. It doesn't prioritize certain game modes for you if you have multiple ones selected. It doesn't look at your match history and go "hey he did Attrition the last two times, let's skip that this time." It weighs all options equally and attempts to put you into whatever match would allow to to play soonest.
The issue is that Attrition has always been the most popular game mode. For the past couple years with the community at low but stable numbers, Attrition was basically the only game mode you could get in PvP on a reliable basis.
In order to avoid this you'd have to deselect Attrition from your Mixtape. Otherwise it's likely to dump you into one of those games the majority of the time.
