If you have a team with just 4 riders or less, then entering all of them into all races is a good choice especially early on to gain XP... if you can afford that financially!
For larger teams you want to have the maximum number of allowed riders to enter to maximize your team strength. If you have 6 riders on your team it is very likely that you can dodge all poor fitness months of entered riders or even have mostly positive fitness for all that enter. That means not every rider is racing all races.
Especially for younger riders it is important to do many races. They do get participation (finishing) XP, and also 10% of all other riders' prestige equivalent XP summed up. That means if you somehow manage to take low level rider to a tour and your leader wins for big prestige, then your novice rider will get heaps of XP (for their level at least) too.
