This is exactly why I prefer Stracciatella mod. It only enhances what's already there and adds quality of life features. It still feels like you're playing the same game. Just at higher resolution, with less bugs. ...and for what it's worth, they are still updating it.
In trying to make the game more realistic, they ironically made it less so. Like, the way burst fire works in vanilla ja2 is far more realistic. Like, it's clearly made by someone who plays way too many videogames and has no idea how actual guns work.
tl;dr: The mod was clearly made by people who don't actually understand why videogames work they way they do and why they never strive for 100% realism.
Last time I tried it was basically impossible, or at least so difficult to do that it wasn't worth the time. 1.13 is a fun mod to toy around with if you've exhausted JA2, but it is absolutely not vanilla JA2.
Personally I think it's misleading to call it 1.13 because it implies that it is the latest version of JA2, when it is actually a totally different, heavily modded game. Like Ryan above said, try Stracciatella for a proper vanilla experience.
For instance there's a bug that will sometimes happen if you are fighting in areas with a lot of militia; the engine kinda panics because there normally aren't that many characters in a battle, so you have to press E otherwise when you go to sector it will crash. Hell sometimes features just stop working, all of the sudden I can't order enemies to surrender, so it's going to be sort of an uphill battle learning how to fix the problems you encounter.
What does work is: A ton of new weapons, characters, AI fixes, a load bearing gear mechanic that allows you to use customizeable tac vests, and resolution fixes. Both recruiting agencies have double the guys now as well.
Stracciatella is the way to go.
You just have to know where to look. pbworks isn´t updated anymore, sure. But that doesn´t mean it´s not updated at all. The latest Release can be found on Github: https://github.com/1dot13/source/releases
