Where are the bleepin' wire cutters?

So I'm at that point where I have to take that last sector of Alma... the one you can't get into unless you have wirecutters. I've taken the other 3 sections, no worries. They are NOT available at Bobby Ray's. Does anyone know a guaranteed way to get them without going into 1.13? (I prefer the 1.12).

I do not think there is a guaranteed way. The most common place where I have found wirecutters, in my experience, has been in Omerta at the starting tile in one of the houses SE of the drop off point. When I start a new game I check that house and ensure wirecutters are available, and if not I load my savefile prior to entering Omerta. Alternatively, blow up that fence with TNT. Not stealthy, but that may be your best choice now.

You know what? I blew off that search... there very well may be one there. I'll give it a better search. What you're suggesting actually makes sense though, since I've never played a game before where I WASN'T given wire ccutters AT LEAST by Alma. Thanks man. I appreciate it. Even if it's not there, it's a ray of hope.

Just thought I'd add this in case anyone else runs into the same problem. It wasn't in the first part of Omerta, but WAS actually in the second sector (not the starting sector). It was in a trunk inside the building on the bottom right. I DID find lots of other things I wish I'd remembered to look for in the first sector though (first aid kits, crowbar, canteens, all good stuff to find in the beginning).
