I have a 30-step mod process post separate from this, where this makes up only a couple steps of the entire 1.13 mod process, but in the end you actually see the full introduction video of the game, which helps build immersion and a backstory as to "why" you start the game with a laptop-type screen. Without seeing that video/backstory, it's a bit confusing as to what occurred to lead up to that point (there are also intro videos saved out there in the world wide web in varying platforms, to view it that way).
My opinion as to why the current Publisher doesn't care about fixing this file in Steam - it's an intro video sequence that doesn't have their company's name/logo on it, as it's the old company's information.
Thanks,
