Its telling me on the To-do list for "Meet Mr. X" mission to answer questions from a maid while crossplaying as IT Witch Maria but I have no idea how in the hell to get that outfit or use female clothes. I've already spoken to everyone on that friends and contacts list too.

you need to learn how to crossdress and cosplay... getting the IT Witch Maria costume will be "tricky" I'm not sure if the game anticipates for you to strip one of the cosplayers in the main street so I suggest make sure the "coast is clear" (no police)

your first objective is learning how to strip cosplay costumes go back to master and speak with the arena attendant you should unlock a cut scene,
next go to the information broker and and find the quest Another World (this allows you to cross dress)

• Go to Rooftop and acquire Cosplay Strip
  
• view Plipper Update
  
• Go to Info Broker and find the quest Another world
  
• Clear Another World
  
• Go To NW Main Street
  
• Interact with the IT Witch Maria Crossplayer
  
• So you know what the heck you need to answer go to Nobu and brush up on IT witch Maria Lore
  
• Do Main Quest

I found it tricky to strip someone in te IT Witch outfit on the street, so I recommend going through the battle arena, as one of the groups will be several cosplayers, with one being in the IT Witch outfit.

you need to murder 100 shadow souls then talk back to the near by the information broker

however that suit is also known as suit top (cheap)

if its the Nobu Modification Project the Sharp Suit can not be acquired at that point in the game cause you need to be End game at that point
I suggest the Student Uniform or worst the Maid uniform...
