Is Promo Pack 1 one half of the Feather & Flame Expansion?

Just wondering if Promo Pack 1 is akin to half of the Feather & Flame Expansion for the actual board game.

I'm trying to assemble a physical copy as well as a nice digital version.

Yes. Feather and Flame combines Promo Pack 1 and Promo Pack 2.

Not sure if Jagged Earth will be an expansion for me despite the apparent eagerness of others. Is there a way to turn off a specific DLC for our games if we turn out not to like it?

THAT would be a massive advantage if you could add it to the game.

You do that, I'll buy Jagged Earth (as and when) even if it's just end up being disabled so I can support such endevours.

I'll second the question above. I've just started playing Spirit Island and decided to buy all the DLC's because it seemed like a good deal. But, I'm still just trying to learn the base game. Please tell me there's a way to turn off expansions until I'm ready for them
