Building Phase
Hello everyone,

Question from a beginner :-)
It seems that town and city are able to build during building phase. Shouldn't it be only invaders ?

It can be a bit confusing to people, especially cities and towns.
The breakdown is this:

Towns, Cities and Coastline send out Explorers to explore a land type (The same one or a neighboring one).

Explorers and Cities build Towns.

Towns build Cities.

Towns and Cities only build if they outnumber the item they build.
