it does drag on a bit in the beginning, but I'd suggest sticking with it for a while longer. It picks up once you're past all the exposition and stuff.
There isn't even any arguements or debates, it's plain unrealistic expectations and buyers remorse.
They were always meant to be divided between an open world brawler-meets-life-sim and the cinematic main and side stories. Just to greater effect here, where the early emphasis is really 100% on that.
You're new to the series and to JRPGs, I guess? This is standard for both of them. Nothing in the main series has movesets that open up until hours into the game, and same with JRPGs.
The series never has been to everyone's taste, and that's fine. And this one was one of the more polarizing ones to begin with (due to massive changes in the combat and leveling systems). But otherwise, it's as the series always has been.
It's not the instant gratification as in - upthread - TES and Fallout, where you can mindlessly wander and attack ♥♥♥♥. Yakuza has that, sure (esp after the world opens up), but it's never been the main focus. The focus has always been the stories - main and substories.
That is why as a consumer you have the ability to choose what you purchase. You can't consider yourself "entitled" to a certain type of game and game play just because you HAVE money to spend.
As I said before. There was and is a lot of media out on the internet so a person could have seen what the game was before hand. Also, the refund option.
Everyone who voted the game as "good" did so because it was good. Just because you don't agree with the rating and the 10's of thousands of other gamers who enjoyed it shouldn't enable you to claim the game is "over rated".
