Since this game is actually turn based I think you might be ok using a mouse and keyboard. The other Yakuza games or judgment series, I'd say a controller for sure.

It's turn based, feels natural on KBM. The other titles controller.

I prefer it on controller. I could probably customize controls on keyboard to make it ok, but all the mini games and the defense timing makes the controller feel very good.
