No way/build to end the game with freelancer Ichiban?

I really like the ‘traditional’ Yakuza feeling of using Ichiban as a freelance (punches only)

I know the hero job is a way better solution mostly because of the weapon adding to the damage significantly, but are there ways/builds/team/synergies to make freelance Ichiban work?

Short answer no, outside of the stat improvements and certain moves it’s not viable do to the fact you can’t increase damage by equipping other weapons.
