Stuck on "downloading" dlc

I have all of the dlcs except for the costume one. I have just got to the part of the game where you get the smartphone but when I try to claim my dlc I get stuck on a "downloading" screen while in game. I am currently offline but have already downloaded all of the dlcs. Does this just take forever? I have sat on this screen for more than 15 minutes before I tried restarting my computer and now have sat on it for another 10. Can I get any help?

The DLCs already stay ingame without any purchase required to begin download, the purchase process only unlock it or add some items on your save file for you so the "downloading screen" seem weird to me. Try running as Administration or verify file intergrity, maybe something prevent the game sync your save file?

Are you talking about the DLC menu in the smartphone? That one crashes if you have steam overlay deactivated.

I am talking about the DLC menu in smartphone. I do not have the overlay disabled but will be trying it today with internet to see if it fixes the issue.

Oh I misread that you're offline, the game need internet to comunicate with Steam if your steam account have DLC purchased or not, then send Steam a message inform that you used your DLC for Steam to do required action. So offline caused the trouble here. If you can online with your phone, open the phone wifi hotpot can solve it.

Thanks alot guys, I have been able to access it using internet as CoolBlue suggested. I think it's silly top be required but here wee are.
