Kenzan is more likely to receive a Kiwami remake than a remastered port.
Ishin needs to be localised first before we talk about their PC ports, same with Kenzan.
Dead Souls is unlikely to be remastered or ported to PC.

According to the article, It looks like Stadia is not the culprit for Judgement not releasing on Steam, but the agency behind the protagonist actor.
It's also the reason why they excluded PC/Steam when they announced Lost Judgement.
This is almost assuredly some stupid ass "ugh pc is the porn place, cant be associated with that" bs that Johnny's is still falling for
It makes perfect sense. Stadia streams the files, but does not provide direct access to those files. It's also a system that is not available in Japan, meaning that Johnnys has less knowledge of its exact workings and just understands that its a console.
Japanese talent agencies are, simple put, an annoying pain in the neck. A lot of times when a Japanese audio track isn't available outside of Japan, it's because of an agency butting in. So one control the likeness of someone on their books is just natural progression of the annoyance.
Addressing the original question, the current debacle could possibly open the door wider for Kenzan, Ishin, and/or Dead Souls PC ports while they resolve talent/licensing issues with Judgement. Johnny's s*****d the pooch on this one, but it may be to our (the players) long term benefit. Time will tell.
If it's the first one then we don't know, but RGG has said they would like to.
If it's the second one the answer, according to Sega, is "not at this time". Johnny's, the main actor's talent agency, will not allow his likeness to be released on PC. Sega is committed to releasing their titles on PC. The Judgement series is ending and cannot currently be ported to PC because of this impasse.
The two groups of games are unrelated. Presumably this opens a big development hole with the Judgement series being canceled. What they fill it with remains to be seen. As I previously said though, it could open a door for Kenzan, Ishin and/or Dead Souls ports while they develop a script for whatever replaces Judgement.
I've read that the protagonist is really important to the story, so without him it would be weird, weirder than Yakuza without Kiryu. They can, though, make a different franchise but keep the action combat/detective mechanics and call it a day. That would sell well probably
