Long pause after each dialog line
Most dialog lines are followed by a 2 to 3 second pause before the other person responds. That may not sound like very long, but it's very strange to watch characters hold the same expression with the camera just lingering on their face.

I'm pretty new to Yakuza and I've heard it has quirks, so I'm curious whether that's normal for this game, or if I'm just experiencing strange performance problems with my aging PC.
it's hard to tell because the game itself isn't stuttering, it just takes a long time for the next person to speak. Anyone else had this issue?

it's normal they probably just put the same time for all languages, once they finish a line you can press A to go to the next one instead of waiting for the game to "auto play" dialogs

I think alot of times if there is a longer pause, they are doing it for a certain effect. Music, dialogue, expression, emotion. It all lingers in that brief pause. I have learned to enjoy it and use those moments to recollect my thoughts on the story.

it's normal. the slow walking animations too.. This one actually has a shorter pause and a little bit faster walking animation, in the older ones feels waay longer haha but like you said, it's one of his quirks.

I can understand a design decision for slow walking animations, as that can add to the atmosphere, but I'm struggling to imagine a conscious decision to add these odd pauses. It comes off very unnatural, almost like everyone is having mini seizures. It's very distracting and detracts from my enjoyment of the game. It's doesn't spoil it entirely though, and I plan to keep playing for now, so maybe I'll get used to it. Thanks for the responses. At least I know I don't need to keep adjusting settings.

If you're getting low fps, that's likely it. I was having the same issue while streaming to a friend, since it dropped my fps below 30. You can tell when the character animations seems to be going in slow motion during dialogue. When I stopped streaming and my fps went back to normal, the pauses were gone.

If you're unsure, you can always check out a playthrough online and compare the cutscenes to what you're seeing in game.

That was a good idea. I checked an online playthrough and did not see the same long pauses I was experiencing. I turned down some graphics settings and it seems to have fixed it; no more awkward pauses. Thanks!
