Chau Ka Long's English Voice Actor?

Chau sounds incredibly familiar, but I can't put my finger on it. The wiki lists Lau's english voice actor from the original game as James Horan, and considers them the same characrer, but I can't tell if he's also Chau's voice actor in LaD.
