For those of us who have that empty folder, it seems that the account name influences. Do you have any sign that is not English?
I created another account on my pc to verify, yes if the user folder has anything other than english characters the game does not launch and therefore the .ini file does not get created.

I copied it and installed it on my main account , the game STILL does not launch so editing the .ini file matters not.
The only thing that seems to affect whether the game will launch or not is whether the user has only english characters or not. As ridiculous as that sounds.
Considering how they have no ETA for a fix nor have they even aknowledged the issue, it seems the only way to play the game is by another pc account. Which is frankly quite a joke
I am pretty sure Yakuza 0 had same problem back in time of its Steam release. It was fixed in... two weeks or so, i guess. Let's hope there will be same dynamic here
It did, but there was also an arcade issue that was fixed months later ( which is less minor that you might thing because arcade gaming was required for one of the business bosses from Kiryu path) .
And in the end, since the exact same issue happened in the past, why did they repeat it instead of making sure it does not happen again? And even worse why dont they at least make a statement that they are working on it (even just for appearances sake). The issue is here for 5 days now and all we have is our talks with each other in the forums
