Yeah I need to know this as well. I read the phone message and tried to find the street but couldn't. I haven't checked the whole map yet.

There's a big park in the top right of the map. There's a street that goes along the south side of it. Take that street all the way east, and you'll notice a door you can enter. Go in and there will be a little courtyard and you'll get molested by a rabbit of some sort.

This is correct. Finally found it thanks to this. If people are looking for blue buildings it doesn't show as one at least for me.
