What level are you? I have beaten them at level 41, and guarding did prevent the instakill move of theirs.
There are a couple of things I did that worked:
1. Complete the battle arena in Sotenbori that you unlock before going to the Omi HQ. You get a ton of experience and some gear that's likely much better than what you currently have equipped. Even just 5 or so level ups will make a noticeable difference in the boss fight.
2. Use the "Peerless Resolve" skill on Ichiban. It's a skill from his Hero class, but I'm not sure exactly what level you need to be at to unlock it. It allows him to survive a fatal blow with a small amount of HP, and doesn't wear off until it's used. You can still get screwed over if Majima moves right after Saejima and targets Ichiban, but I only had that problem once.

But yeah, that fight's a difficulty spike.
Yeah, perfect blocks can be pretty hard to learn in this fight because you get punished with a ton of damage if you mess up, but they can really turn the tides, especially against Saejima (his Rush Combo ability was a one-shot machine unless I perfect blocked at least a couple of the hits).
That was probably the toughest battle outside post-game stuff and deserved the honor too.
Took me a while to clear it going in blind.
Preparation is most of the battle, and "Block" is your friend.
That fight was certainly the best I've ever felt in the whole game since I had to actually think about my moves.
Even our Kiryu doesn't feel as satisfying as this one. Though to be fair, he doesn't even attack/counter the girls when they attack. Still love both fights though.
If you're still struggling, I do suggest levelling yourself up in the battle arena. There's buffs you can use like everyone else said, and you can also use Mr. Masochist summon to help.
Agreed on that first point. Saejima is definitely the scarier of the two bosses with his higher damage output and the fact that he joins the fight after you've already somewhat exhausted yourself, but at that point, Majima is weakened and finishing him off makes the rest of the fight much easier. And for OP's problem, getting Majima out of the way prevents Saejima from using the tag team move sooner.
As for the one-shots, it was happening to my Ichiban as well. Even if I guarded, Blade Kill did so much damage that Majima would probably finish Ichiban off afterwards. But after I went back to finish the Sotenbori arena, the fight was significantly less trouble.
To be fair, the game is kind of a cakewalk until you get to the Majima/Saejima fight. Hell, I'd say it was harder than any story boss fights that came after it as well (Kiryu was surprisingly manageable).
