Level 99 fast

So I want to clear the true final millenium tower. Im currently level 70ish and 30ish in job rank. Whats the best and fastest way to grind to 99?

Arena 26 - 30 or kamurocho dungeon but Im pretty sure you knew that already or how did you reached lv 70?

By farming slime in the kamurocho dungeon, but every slime is just barely a level anymore, so i thought there was a faster method.

exp increasing items and drinks, altho levels are just a number for stats at a certain point it might be faster to just run around sotenbori for stat boosting items

Get the xp items (6 of them equipt 2 on 3 chars that wont be in your active party get them to max friendship first ) grab as many crowns as you can ideally 1 for each person. Then go replay normal tower a few times, dont be afraid to exit early.

Doing this will level your 3 secondaries a bunch and get about 25-60m yen each tower run. Then got upgrade weapons. By the time you get 4 weapons to max EX you will have members at 99 for sure.

Anywho: Kamurocho underground. Get to the second level (Run away from all the other fights to stop wasting time.
Once down on the B2F, skip the two first fights - Get to the third one where there's an invested Vagabond - Use Rapid shot to kill the Vagabond in one turn.
To get x2.2 you need either two Yakuza Training gear or the Tranquil Tenugui + Drink a Kiwami Drink.
(You can kill the vagabond first, and drink after he's dead)

For Kiwami Drinks - Go to the homeless camp (there's a storage box there) and run to and from the red drink machine and fill 'er up!

^ This also works for speeding up job leveling. Takes a bit longer though, since job XP is a bit lower.
Still the best method imo.

Hold L1 if using a controller :)
Some fights can take a few tries to run from - If all else fails, buy some smoke bombs.
